Presentation by Mintier Harnish on the Development Code Update for Planning Commission and City Council discussion; and ultimately guidance for Mintier Harnish to draft the first section of the code update.

 

Recommendation:  The Development Code Update team of Mintier Harnish along with Planning Division staff requests City Council direction on the key topic areas outlined in this report. This guidance will be used to shape the framework for drafting the Development Code update and will help ensure that the consultant team proceeds with clear priorities and expectations. Specifically, Council input is requested on:

 

  • Desired approaches to regulating allowable land uses and preventing over-concentrations of specific uses;
  • Strategies for supporting affordable housing production and diversity of housing types;
  • Priorities for reducing urban heat islands in parking areas and enhancing pedestrian-oriented design;
  • Expectations for code enforcement, particularly in maintaining commercial landscaping;
  • The appropriate use and scale of development incentives;
  • The level of flexibility to be incorporated for neighborhood-specific zoning standards;
  • The desired level of administrative authority and discretion for the Planning Director.

 

Clear direction on these issues will enable the consultant to move forward with drafting a code that reflects Council’s vision and the community’s values.
