Amendment to American Federation of State, County and Municipal Employees (AFSCME) Side Letter Agreement and Approval of a Resolution Adopting Salary Schedules.

Recommendation:

To ratify a side letter with AFSCME and approve a resolution adopting the salary schedules and rescind resolution 2024-05.

Specific Plan Amendment 97-55D

Recommendation:

Provide second reading by title only and adopt an ordinance adopting Specific Plan Amendment 97-55D to the Rio Vista Village/Verano Specific Plan and approving a density transfer within planning areas 5 and 6 of the Specific Plan.

Fiscal Year 2024/2025 Appropriations Limit, Gann Initiative Limitation

Recommendation:

To approve the City’s appropriations limit for the FY 2024/2025, Gann Initiative Limitation.

 

G.

Notice of Completion for Date Palm Drive Pavement Rehabilitation Project CIP 8840

Recommendation:

To accept and approve the Date Palm Pavement Rehabilitation Project, CIP 8840 as completed; and authorize the City Manager to execute and file a notice of completion with the Riverside County Recorder’s Office; and authorize the release of retention funds to Granite Construction Co. upon expiration of the notice of completion.

 

4.

PUBLIC HEARINGS

 

A.

CFD 2006-1, IA #21, Formation, Election and Ordinance Public Hearing

Recommendation:

City Council of the City of Cathedral City, acting on behalf of Improvement Area (IA) No. 21 of the City of Cathedral City Community Facilities District (CFD) 2006-1 (law enforcement, police, paramedic, park and general maintenance services), adopt the following:

  • Resolution of Formation determining the validity of prior proceedings (Resolution 2024-14, Resolution of Intention)
  • Resolution Calling for a Special Election
  • Resolution Canvassing the Results of the Special Election
  • Introduce the 1st reading of an Ordinance Authorizing the Levy of a Special Tax

 

 

B.

FY 2024/2025 Rate Increase Request for Solid Waste and Recycling Collection for Residential, Commercial and Roll Off Services.

Recommendation:

To approve a 2024/2025 tax year rate increase for the collection, recycling, and disposal of municipal solid waste on Commercial, Residential, and Roll-Off Services; and approve a Resolution approving tax roll billing for Residential Services.

 

5.

LEGISLATIVE ACTIONS

 

A.

Finalize the name for the Dream Homes neighborhood park currently under construction.

Recommendation:

For the City Council to consider the names submitted by the Parks and Community Events Commission (PACE) for the upcoming Dream Homes neighborhood Park project, select and approve a name for the new park.

 

B.

SoundSkilz Taste of Jalisco Contract Renewal

Recommendation:

To approve a one-year contract extension with SoundSkilz, Inc., to produce the 2025 Taste of Jalisco Festival.

 

C.

Two-Year Contract with FLOCK Safety for Four ALPR Cameras

Recommendation:

To approve the two-year contract with FLOCK Safety for four ALPR cameras.

 

D.

Wellness Solutions Program Contract

Recommendation:

Authorize the Chief of Police to execute the Wellness Solutions Program contract between Cathedral City Police Department and WorkCare, Inc. for the wellness program in an amount not to exceed $30,000.00.

 

E.

AB1600 Development Impact Fee Fund Transfers and Restructuring

Recommendation:

To approve the restructuring of Assembly Bill (AB) 1600 Development Impact Fee (DIF) Funds for FY 2023/2024. 

 

6.

DISCUSSION ON FUTURE AGENDA ITEMS

 

This is an opportunity for members of the City Council to request that, and for the City Council to discuss whether, one or more items should be added to the agenda of a future regular or special City Council meeting. To comply with the Brown Act, discussion should be limited to whether to add the item(s), and direction given to the City Manager regarding scheduling and prioritization of the item(s).
