Recommendation:

To adopt a resolution of the City Council approving citywide publicly available pay schedules in accordance with Code of Regulations, Title 2, Section 570.5, 571 and 571.1 and rescinding Resolution 2024-20.

Approval of Grant Expenditure SLESA FY 2020-2021

Recommendation:

To approve the expenditure plan appropriating Supplemental Law Enforcement Services Account (SLESA) for FY 2021-2022 allocation for NexLog Dispatch Event Recorder, two BizHub printer/copiers, and four 4RE Motorola Watchguard in-car camera systems and funds to match the Department of Justice, Patrick Leahy Bulletproof Vest Partnership Program.

 

F.

Amendment No. 1 to the Agreement for Development Support Services between Cathedral City and Christiansen & Company

Recommendation:

For the City Council to approve Amendment No. 1 to the Agreement for Development Support Services between the Cathedral City and Christiansen & Company to provide engineering land development management support consulting services for one (1) additional year, with the option for two (2) additional one (1) year extensions, in the not to exceed amount of $93,000 per year; and, authorize the City Manager to execute Amendment No. 1 and additional extensions provided within Amendment No. 1.

 

 

G.

Notice of Completion for FY 2023-2024 Rubberized Emulsion Aggregate Slurry (REAS) Projects

Recommendation:

To accept and approve the following REAS Projects: Panorama Neighborhood streets (C08681), Sunny Lane Neighborhood streets (C08682), and Victoria Drive Neighborhood streets (C08683), as final; and authorize the City Manager to file a Notice of Completion with the Riverside County Recorder’s Office; and authorize the release of retention funds to Petrochem Materials Innovation, LLC (PMI) upon expiration of the Notice of Completion.

 

H.

CFD 2006-1, IA #21 Authorizing the Levy of a Special Tax (2nd Reading)

Recommendation:

To conduct second reading and adopt an ordinance authorizing the levy of a special tax within Improvement Area No. 21 of the City of Cathedral City Community Facilities District No. 2006-1 (Law Enforcement, Fire, Paramedic, Park and General Maintenance Services).

 

I.

Ratify Nominations by Councilmembers for Commission/Committee Seats and Appoint Individuals to Serve a Three-year Term to Expire June 30, 2026.

Recommendation:

To ratify the following nominations and appoint each individual to serve a three-year term continuing through June 30, 2027:

Resolution Confirming Assessments Against Various Property Owners for Nuisance Abatement Costs

Recommendation:

Staff recommends City Council adopt the proposed resolution, thereby confirming assessments against various property owners for nuisance abatement costs and providing for collection.

 

 

K.

Calling a General Municipal Election to be held Tuesday, November 5, 2024, Requesting Riverside County Provide Election Services and Establishing Regulations for Candidates Filing an Optional Candidate Statement

Recommendation:

To adopt a Resolution calling and giving notice of a General Municipal Election to be held on Tuesday, November 5, 2024, for the election of certain officers and requesting the Board of Supervisors of the County of Riverside to consolidate the General Municipal Election with the Statewide General Election to be held pursuant to California Elections Code Section 10403.  It is further recommended that the City Council adopt a Resolution establishing regulations for elective office pertaining to materials submitted to the voters at an election to be held on November 5, 2024.

PUBLIC HEARINGS

 

A.

Annual Renewal of the Lighting & Landscaping District (LLD) Budget

Recommendation:

To hold a public hearing, adopt resolutions approving the final engineer's report, and order the levy and collection of annual assessments for the sixteen (16) existing benefit zones for the annual renewal of the Lighting and Landscaping District budget for fiscal year (FY) 2024/2025.

 

5.

LEGISLATIVE ACTIONS

 

A.

Appointments to the Palm Springs International Airport Commission and Finance Advisory Committee

Recommendation:

To consider appointing one individual to serve on the Palm Springs International Airport Commission and one individual to serve on the Finance Advisory Committee with terms expiring on June 30, 2027, based on the interviews conducted during the Study Session portion of the June 26, 2024 Meeting.

 

B.

Award Agreement for Design Professional Services to STC Traffic, Inc. for the Highway Safety Improvement Program (HSIP), Cycle 11C, Citywide Traffic Signal Hardware Upgrades Project.

Recommendation:

To award a Professional Services Agreement to STC Traffic, Inc. in the amount of $84,688.93 to prepare the plans, specifications, right of way and environmental documents for the Highway Safety Improvement Program (HSIP), Cycle 11C, Citywide Traffic Signal Hardware Upgrades Project (CIP C08756); and authorize the City Manager to execute the contract.

 

C.

Contract Award for Homeless Encampment Clean Up Services and Other Support Services

Recommendation:

Commencing fiscal year 2024-25, to approve a three year As-Needed Service Contract to

Signature Cleanup for Homeless Encampment Clean Up Services and Support Services in

the not to exceed amounts of $200,000 for Homeless Encampment Cleanup Services,

$120,000 for Environmental Support Services and $20,000 for Public Arts Maintenance,

respectively, with an option to extend an additional two-years in one-year increments; and,

authorize the City Manager to execute the contract.

 

D.

Award Construction Contract for the Soil Removal from the Ofelia Bringas Memorial Bridge Grade Control Structure and the Date Palm Drive Bridge Channel Lining to Contera Construction Corporation

Recommendation:

To award a construction contract to Contera Construction Corporation, in the amount of $2,690,521.00 for the removal of soil from the Ofelia Bringas Memorial Bridge Grade Control Structure (City Project M00023) and Date Palm Drive Channel Lining (City Project M00025) affected by the Tropical Storm Hillary event, and approve a fifteen percent (15%) contingency in the amount of $403,578.15 for any unforeseeable costs; thereby, bringing the total soil removal budget for this project to $3,094,099.15; and, authorize a budget amendment in the amount of $3,094,099.15 from the General Fund to complete the project; and, authorize the City Manager to execute the required contract documents; and, authorize the City Engineer to request bonds and insurance for the project and issue the Notice to Proceed.

 

E.

Contract Award for Building Plan-Check and Inspection Services

Recommendation:

To approve a Professional Services Agreement with HR Green, for three-years (3), with two (2) one-year extensions, and authorize the City Manager to approve one-year extensions.

 

F.

Council Subcommittee Funding Recommendations for the FY 2024/2025 Community Assistance Grant Program

Recommendation:

The Council Subcommittee recommends City Council approve the award of grants totaling $70,000 for the FY 2024/2025 Community Assistance Grant Program.

 

G.

LeAnn Rimes Balloon Festival Headline Concert Agreement

Recommendation:

To ratify the agreement for LeAnn Rimes to perform as the headline act inside the Community Amphitheater for the 10th Anniversary of the Cathedral City International Hot Air Balloon Festival on Saturday, Nov. 23, 2024.

 

H.

Declaration of Surplus Land

Recommendation:

To adopt Resolution No.____ declaring that certain 1.8-acre vacant land parcel located at the northwest corner of East Palm Canyon Drive and West Buddy Rogers Avenue, also identified by Assessor’s Parcel Number 687-475-006, as surplus land and direct the City Manager's office to follow the procedures set forth in the Surplus Land Act, California Government Code Section 54220 et seq., as amended on January 1, 2020, for the sale of surplus land.

 

6.

DISCUSSION ON FUTURE AGENDA ITEMS

 

This is an opportunity for members of the City Council to request that, and for the City Council to discuss whether, one or more items should be added to the agenda of a future regular or special City Council meeting. To comply with the Brown Act, discussion should be limited to whether to add the item(s), and direction given to the City Manager regarding scheduling and prioritization of the item(s).
