Recommendation:

The City Council acting in its capacity for the City, the Successor Agency to the former Redevelopment Agency, the Housing Successor Agency and the Cathedral City Public Finance Authority Board receive and file payment of claims and demands in the aggregate sum of $25,323,731.29 for the month of July 2024.

 

D.

Approve the Addition of Soccer Field Reservations to Current Fees and Policy Manual and Field Reservation Form for City Baseball/Softball Fields.

E.

Contract Amendment No. 1 to the Professional Services Agreement for Construction Engineering Services on Federal HSIP Projects - HSIP 9A and HSIP 9B

Recommendation:

To approve Amendment No. 1 to the Professional Services Agreements for construction engineering services on Federally-funded Highway Safety Improvements Program (HSIP) projects with Z&K Consultants on HSIP Cycle 9A –Traffic Signal Improvements at 12 Intersections Project (C08752) and with Willdan Engineering on HSIP 9B – Varner Road Safety Improvements Project (C08751);  and, authorize the City Manager to execute the required Amendment documents.

 

F.

Amendment Six to AB 2766 Memorandum of Understanding (MOU) Between CVAG and Member Jurisdictions to Provide Sustainable Funding of the Regional PM10 Street Sweeping Program

Recommendation:

To approve Amendment Six to AB 2766 Memorandum of Understanding (MOU) between the Coachella Valley Association of Governments (CVAG) and member jurisdictions to maintain contributions from the cities and the County at 75% to provide sustainable funding of the regional PM10 Street Sweeping Program through June 30, 2026; and authorize the City Manager to execute Amendment Six to the AB 2766 Memorandum of Understanding (MOU). 

 

G.

Notice of Completion for Landau Boulevard/McCallum Way Intersection Improvements

Recommendation:

To accept and approve the Landau Boulevard/McCallum Way Intersection Improvements (C08662), as final; authorize the City Manager to file a notice of completion with the Riverside County Recorder’s Office; and authorize the release of retention funds to DBX, Inc. upon expiration of the notice of completion.

 

 

H.

Emergency Vehicle Access Agreement with the City of Palm Springs

Recommendation:

Approve and authorize the City Manager to execute the emergency access agreement with the City of Palm Springs to grant to the City of Cathedral City the right of ingress and egress for emergency vehicles and personnel over an access easement within the City of Palm Springs for the benefit of Tract Nos. 32557 and Tract No. 32558 located within the City of Cathedral City.

 

I.

Purchase of Three Chevrolet Tahoe PPV from Utilitac Equipment & Upfitting

Recommendation:

To authorize staff to purchase three (3) Chevrolet Tahoe PPV’s from Utilitac Equipment & Upfitting; three Watchguard In-Car camera systems from Motorola Solutions; installation of decals from SoCal Branding and door paint from I-10 Collision for a total cost of $298,008.264

 

J.

School Resource Officer Contract for School Year 2024-2025

Recommendation:

To authorize an agreement, in the amount not to exceed $171,184.00 by and between the City of Cathedral City and Palm Springs Unified School District for the Police Department to provide the district one trained police officer on a full-time basis as a School Resource Officer (SRO) for FY 2024/2025.

 

K.

Police Department Patrol Vehicle Replacement

Recommendation:

To authorize staff to purchase one Chevy Tahoe from UtiliTac equipment & Upfitting, which will be utilized by CCPD to replace a vehicle destroyed during a traffic accident and authorize the $50,000.00 deductible to be paid from the equipment replacement fund.

 

L.

Approval of the Parks and Community Events Commission Support of the Mobile Spay and Neuter Clinic

Recommendation:

To approve $3,200 from the Parks and Community Events Commission Fiscal Year 2024-2025 small events budget to support the mobile spay and neuter clinic at the Cathedral City Library on October 16, 2024.

 

M.

CCHS Homecoming Parade 2024 SUP

Recommendation:

To approve the Special Use Permit (SUP) for the Cathedral City High School Homecoming Parade on Thursday, Oct. 17, 2024, and waive the application fee.

 

N.

Authorize a Budget Amendment to Carry Over $95,000 in Unspent Funds from the Fire Department's 2023/24 FY Budget to the 2024/25 FY Budget for Fire Deparment Radios and Repeater System 

Recommendation:

To authorize a budget amendment to carry over $95,000 in unspent funds from the Fire Department's 2023/24 FY budget to the 2024/25 FY budget.

Recommendation:

To approve a report summarizing the effects of Measure W.

 

P.

Resolution Supporting Measure W

PUBLIC HEARINGS

 

A.

First Amendment to the 2016 Tax Sharing Agreement with GL HOD, LLC, doing business as Honda of the Desert

Recommendation:

To conduct a public hearing under Municipal Code Title 3, Chapter 3.46 to receive evidence and testimony; and consider terms of a first amendment to Sales Tax Sharing agreement with GL HOD, LLC, doing business as “Honda of the Desert” (“GL HOD”) to include GL TOD, LLC, doing business as “Toyota of the Desert” (“GL TOD”), collectively the “Applicant”, and adopt a resolution making findings and authorizing the City Manager to execute the first amendment to sales tax sharing agreement, consistent with the terms set forth in the resolution.

 

 

 

B.

General Plan Amendment No. 24-001

Recommendation:

  1. Find that no further environmental review is required under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15162 (Subsequent EIRs and Negative Declarations).
  2. Adopt a resolution approving General Plan Amendment No. 24-001 based on the findings and conclusions contained in the staff report.

LEGISLATIVE ACTIONS

 

A.

Approve Cost Sharing Agreement with Palm Springs Motors in Cathedral City for Digital Reader Board Replacement

Recommendation:

To approve a cost sharing agreement with Palm Springs Motors in Cathedral City to contribute 50%, or an amount not to exceed $135,680.50 of the acquisition and installation costs, in order to replace one digital reader board; approve a budget amendment to the Economic Development Community Assistance Budget in the amount of $135,680.50 for the expenditure; and authorize the City Manager to execute the agreement.

 

B.

To Approve the Public Arts Commission's Recommendation of Artists to Paint the Ocotillo Park Benches.

Recommendation:

To approve the Public Arts Commission’s recommendation of artists to pain the Ocotillo Park Benches.

 

C.

Tastes & Sounds Fall Series, Movies in the Park & SnowFest Budget Adjustment

Recommendation:

To authorize the adoption of a fall Tastes & Sounds of Cathedral City and Movies in the Park series in the Community Amphitheater, and to transfer $25,000 from this year’s SnowFest event budget to the Taste of Jalisco Festival, Jan. 31 - Feb. 2, 2025.

 

D.

Second Amendment to Agreement for Animal Control Field and Shelter Services with County of Riverside, Department of Animal Services

Recommendation:

To approve the second amendment to the agreement for animal control field and shelter services with the County of Riverside, Department of Animal Services for animal control services and authorize the City Manager to execute the agreement.

 

E.

Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) FEMA AFG Grant

Recommendation:

To accept an Assistance to Firefighters (AFG) grant from the Federal Emergency Management Agency (FEMA) in the amount of $154,607.27 and authorize $15,460.73 in local match funds.

 

F.

Acceptance of Office of Traffic Safety (OTS) Grant

Recommendation:

To accept a grant from the Office of Traffic Safety (OTS) in the amount of $45,650.00 to promote child car safety seat awareness and proper installation. 

 

G.

Acceptance of Two (2) Grants to Update the City’s Local Hazard Mitigation Plan

Recommendation:

To accept two (2) grant awards from the Federal Emergency Management Agency (FEMA) in the amount of $149,631.00 and in the amount of $7,896.00 for subrecipient management costs (SRMC). Additionally, approve a grant from the California Office of Emergency Services (Cal OES) in the amount of $49,877.00 all to update the city’s local hazard mitigation plan.

 

H.

Acceptance of a CERT Grant from the California Office of Emergency Services (Cal OES) to Update the City’s CERT Trailer and Equipment

Recommendation:

To accept a grant from the California Office of Emergency Services (Cal OES) in the amount of $25,000 to update the city’s CERT trailer and equipment.

 

I.

Resolution to Authorize the City Manager, or Designee, to Submit an Application for Fiscal Year 2024 Safe Streets and Roads Safe for All Grant Program for a Comprehensive Safety Action Plan.

Recommendation:

To adopt a resolution authorizing submittal of an application for the fiscal year 2024 Safe Streets and Roads for All (SS4A) Grant program to the United States Department of Transportation (USDOT) for a grant funding opportunity to create a Comprehensive Safety Action Plan, and authorize the City Manager, or his designee, to execute all documents necessary to implement and secure payments.

 

J.

Approval of the Reimbursement Agreement between CVAG and the City of Cathedral City for the CVAG Varner Road I-10 Bypass Feasibility Study

Recommendation:

To approve a reimbursement agreement between the Coachella Valley Association of Governments (CVAG) and the City of Cathedral City (City) for the CVAG Varner Road I-10 Bypass Feasibility Study; and authorize the City Manager to execute the Agreement; and approve funding for the agreement obligations in an amount not to exceed $86,463.47.

 

K.

HSIP Cycle 12 Grant Application Preparation

Recommendation:

To authorize the City Engineer to execute a task order in the not to exceed amount of $20,000, with the city on-call traffic engineering consultant STC Traffic Inc. (STC) to provide engineering assistance and complete grant applications for the HSIP Cycle 12 Call-for-Projects Funding Program; and, once completed authorize the City Engineer to submit the HSIP Cycle 12 grant application packages to Caltrans.

 

L.

Notice of Completion for Panorama Neighborhood Pavement Reconstruction Projects

Recommendation:

To accept and approve the Panorama Neighborhood Pavement Reconstruction projects: Horizon Road (C08676), Los Gatos Road (C08677), Panorama Road (C08678), East-West Alley (C08679), and North-South Alley (C08680), as final; and authorize the City Manager to file a notice of completion with the Riverside County Recorder’s Office; and authorize the release of retention funds to Hardy & Harper, Inc. upon expiration of the notice of completion.

 

6.

DISCUSSION ON FUTURE AGENDA ITEMS

 

This is an opportunity for members of the City Council to request that, and for the City Council to discuss whether, one or more items should be added to the agenda of a future regular or special City Council meeting. To comply with the Brown Act, discussion should be limited to whether to add the item(s), and direction given to the City Manager regarding scheduling and prioritization of the item(s).
